Are women better drivers than men? That's a tough question to answer. While there isn't (and likely never will be) documented, concrete proof as to which gender bests the other as motorists, men and women do tend to drive differently.
Statistically speaking, age is still the primary factor in determining insurance rates. If you are a young driver (between 18 and 25), your insurance will be higher. Young women drivers do, however, pay less on average for insurance than men in the same age bracket.

Discrepancies in Insurance Premiums between Women and Men
Studies show that they are safer behind the wheel. They have fewer accidents and moving violations than their male counterparts. As you get older, the gap between premiums for men and women decreases, as things like your personal driving record start to affect your policy.
Another reason women may receive cheaper premiums than men is that, when women do get into collisions the sizes of their claims tend to be smaller. Because women (statistically) tend to drive slower than men, and engage in safer driving habits (men are less likely to wear a seat belt than women, for example, and are more likely to drive while intoxicated), when women do get into accidents, they are generally less severe. Therefore, insurance companies pay out less for women than they do for men, and the lower insurance rates offered to women reflect these facts.
This isn't to say that all women are safer drivers than men. Female drivers who admit to poor driving practices, such as reckless driving, are on the rise. Still, as long as women remain statistically responsible for less accident claims, insurance companies will continue to offer them lower rates.
